Before CARB’s latest locomotive regulation, there was and remains an EPA rule covering locomotives and their engines that are usually rebuilt or re-manufactured several times during their operational lives. The EPA regulations require that rebuilt locomotive engines use the latest technology for that model year of locomotive to reduce emissions.

GWRSI back in January in a settlement with EPA estimated that the company will spend approximately $42 million to comply with the consent decree requirements that will reduce NOx emissions from its locomotives by approximately 469 tons per year and particulate matter emissions by 14 tons per year. As these things go, this appears to be not only an amiable settlement, but forward looking movement by GWRSI in AutoInformed’s view.
