French Government Backs €7B in PSA Peugeot Citroën Debt
The French State will provide up to €7 billion in refinancing guarantees for new bond issues during the 2013-2015 period. It is the latest example of a taxpayer bailout of an ailing auto company facing increasingly limited credit options in the private capital markets, if they now exist at all. The subsidy is subject to EU approval by the Competition Commission in Brussels, and is vehemently opposed by the German state of Lower Saxony, the second largest owner of VW, the largest automaker in Europe by far. PSA Peugeot Citroën to Reorganize, Close Aulnay Plant
Philippe Varin, Chairman of the PSA Peugeot Citroën Managing Board has told the works council that the loss-making French automaker will close the Citroën C3Aulnay plant in 2014, and trim production at Rennes, which makes the Peugeot 508 and Citroën C5 and C6. More than 4,400 jobs are affected. Work in other plants could absorb 1,500 of the displaced workers in the local Paris area. The company will also pursue voluntary separations of its corporate workforce. Continue reading

Ford and PSA Peugeot Citroën to Drop JV on Diesel Engines
PSA Peugeot Citroën and Ford said today that the companies have decided to independently develop and manufacture their larger diesel engines displacing more than 2-liters starting in 2015. The announcement, likely the result of the PSA and General Motors JV announced in February, ends a 12-year business relationship. Continue reading

GM Buys 7% of PSA Peugeot Citroën to Share Parts, Vehicles
PSA already has partnerships with Ford on diesel engines, and Toyota, BMW, and Mitsubishi on components and engines. A previous GM venture started in Europe with Fiat in 2000 failed in 2005 when GM spent $2 billion to buy its way out of a put option in the deal that allowed Fiat to sell its automotive company to GM for market value. PSA Peugeot Citroën in Alliance Talks with GM
Neither General Motors nor PSA have officially confirmed the talks, other than to say that discussions with other automakers routinely occur. Last week Peugeot posted weak results as Group operating income declined to €1,315 million from €1,796 million in 2010. GM has been losing money at Opel for more than a decade – $700 million in 2011 alone. Continue reading
