Greenhouse Gas Standards for Heavy-Duty Vehicles Set
The U.S. Environmental Protection Agency today announced final national greenhouse gas pollution standards for heavy-duty vehicles for model years 2027 through 2032 – the “Greenhouse Gas* Emissions Standards for Heavy-Duty Vehicles – Phase 3.” Trucks and other heavy-duty vehicles are central to the economy by moving goods and freight as well as providing services for industry, transit, among other sectors. Heavy-duty vehicles account for 25% of all greenhouse gas emissions from the transportation sector, which is itself the single largest source of greenhouse gas emissions in the United States. Under these new standards, the heavy-duty industry is expected to realize annualized savings of $3.5 billion compared to annualized costs of about $1.1 billion from 2027 through 2055 Continue reading

Tesoro Refining to Pay Penalty for Consent Decree Violations
“Tesoro did not meet the consent decree pollution limit because it did not install adequate pollution controls,” said Acting Assistant Administrator Larry Starfield for EPA’s Office of Enforcement and Compliance Assurance. “As this settlement shows, EPA will seek substantial penalties when companies delay installing appropriate pollution controls to meet environmental obligations.” Continue reading

European Court Annuls Real Driving Emissions Limits. Cleaner Diesel Deception Threatened. They Can Be Banned from Cities
Their argument is provocative: “While the European Commission did not seek to increase the headline 80 mg/km emissions limit for diesel vehicles, which must still be adhered to in the laboratory test, they granted “Conformity Factors” that in effect did increase the limits for the harder, on-road part of the test. As a result, all diesel vehicles only had to meet 168 mg/km by September 2019, falling to 114 mg/km by January 2021. This was in practice a large increase in the permissible emissions limit.” Continue reading

Refinery to Pay $5.3 Million Penalty for Clean Air Act Violations
The U.S. Environmental Protection Agency (EPA) and the U.S. Department of Justice announced today that Hovensa LLC, owner of the second largest petroleum refinery in the United States, will pay a civil penalty of more than $5.3 million and spend more than $700 million in new pollution controls to resolve Clean Air Act violations at its St. Croix, U.S. Virgin Islands refinery. EPA – Tighter NOx Emissions Limits on Combustion Turbines
The U.S. Environmental Protection Agency today proposed to strengthen limits on emissions of nitrogen oxides (NOx) from most new, modified, and reconstructed fossil fuel-fired stationary combustion turbines. The stated goal is to reduce exposure to dangerous air pollution for nearby communities. The proposal would ensure that new turbines built at power plants or industrial facilities, especially large ones that could operate for decades, would be among the most efficient and lowest-emitting turbines ever built. NOx contributes to harmful health effects, such as asthma and respiratory infections, and reacts with other volatile organic compounds to form ozone (i.e., smog) and fine particulate matter. Children, the elderly, and people with chronic heart, lung, or other cardiopulmonary diseases are most at risk. Continue reading →
