DOT Secretary Ray LaHood Resigns

Secretary of Transportation Ray LaHood announced to the employees of the DOT that after serving for four years in President Obama’s Cabinet, he is leaving. LaHood’s successor is thus far unknown. People who have been rumored as replacements for LaHood include Los Angeles Mayor Antonio Villaraigosa, chair of last year’s Democratic National Convention; Debbie Hersman, chair of the National Transportation Safety Board; ex congressman Jim Oberstar of Minnesota, once head of the House Transportation and Infrastructure Committee. NHTSA Proposes Distracted Driving Guidelines for Automakers

U.S. Transportation Secretary Ray LaHood announced today groundbreaking federal guidelines for automakers to limit the ‘distraction risk’ caused by the growing number of in-vehicle electronic devices. The new distracted driving design recommendations appeared to catch automakers off guard since they did not have a ready response.

Moreover, NHTSA said this was only the first of a series of proposed distracted driving design practices that manufacturers can use to ensure the systems or devices in their vehicles are less likely to distract drivers and cause accidents. The intent is to “limit tasks not directly relevant to safely operating the vehicle, or cause undue distraction by engaging the driver’s eyes or hands for more than a very limited duration while driving.”

While not a formal regulation (yet?), the voluntary design standards from the National Highway Traffic Safety Administration bring additional pressure on automakers to reform automotive electronics. Thus far automakers have ignored with impunity the deadly results from the consequences of the growing use of an increasing array of in-vehicle electronic devices and screens. Even if they don’t become regulations, the guidelines will make it difficult for consumer organizations – say Consumer Reports – to recommend vehicles that don’t meet them. DOT Distracted Driving Rule Bans Hand-Held Phone use by Commercial Drivers, but Allows Hands-Free Cell Phones

The latest DOT rule falls far short of a recommendation in September from the National Transportation Safety Board (NTSB) to ban the use of all cell phones – hand-held and hands-free – by commercial drivers except in emergencies. American Fined $900,000 for Tarmac Delays at O’Hare Airport

Between May 2010 and April 2011, the first 12 months after the three-hour limit was in effect, the larger U.S. airlines required to file tarmac delays reported 20 tarmac delays of more than three hours, none of which was more than four hours long. In contrast, during the 12 months before the rule took effect, these carriers had 693 tarmac delays of more than three hours, and 105 of the delays were longer than four hours, according to DOT. DOT Announces $417.3 Million in Grants for Highway Projects

In previous years, a pork loving Congress designated some of this grant money for specific highway projects and FHWA awarded the remainder through a competitive process.
