CARB Fines PPG for Products Exceeding Air Quality Rules
“CARB is committed to enforcing consumer product rules to improve the air we all breathe and to help California meet federal ozone standards that protect public health,” CARB head of enforcement Todd Sax said. “Manufacturers such as PPG carry the greatest responsibility of supplying Californians with consumer products that comply with emissions standards. CARB – New Diesel Regs Cost Effective, Lobbyists Wrong
A key part of the report AutoInformed thinks is when CARB staff compared 2022 model year warranty cost estimates made by CARB and manufacturers that reflect the intermediate impact of lengthening warranty periods. The report finds that, on a “per miles covered” basis, the industry data essentially agrees with CARB’s lower estimates for current model year vehicles. Continue reading

CARB to Require Zero Emissions Off-Road Engines by 2024
The new requirement, an amendment to CARB’s existing small off-road engine regulations first adopted in 1990, applies to manufacturers and will impact new equipment (Model Year 2024 and later) only. Californians can continue to operate their current CARB-compliant gasoline-powered SORE equipment; there will be no “ban” on using older models or used equipment purchased in the future. Older models on store shelves can also be purchased even if they are gasoline-powered. Continue reading
Death of the Diesel – CARB Approves Truck, Bus Smog Checks
These heavy-duty vehicles with a gross vehicle weight rating (GVWR) greater than 14,000 pounds consist of only 3% of all vehicles on California roads. However, they are responsible for more than 50% of nitrogen oxides and fine particle diesel pollution from all mobile sources in the state. Continue reading
CARB Fines Honda Motor for Small Engine Emissions
Small off-road engines are a major source of pollution in California. In California during 2021, these small engines surpassed light-duty passenger cars as a source of smog-forming emissions. This includes the emissions of raw fuel that continue to evaporate from these engines, lawn mowers and other equipment even when they are powered off. CARB will consider a regulation on 9 December 2021 to transition small off-road engines to zero-emission technologies, aka electric. This will help California “meet its required federal clean air standards, clean the air and significantly reduce harmful emissions for those who work all day with these small off-road engines.” Continue reading

COP26 – CARB’s Liane Randolph New Chair of Transportation Decarbonisation Alliance
Under Governor Newsom, California has made the rapid shift to zero-emission transportation a top priority. The recent $3.9 billion Zero Emission Vehicle package advanced by the Governor in partnership with the Legislature will support the Governor’s Executive Order to ensure 100% ZEV sales for cars and medium trucks by 2035, and a 100% zero emission fleet of heavy-duty trucks and related equipment everywhere feasible by 2045. California Greenhouse Gases – Emissions Drop Continues
“This inventory is good news, but much larger reductions are needed to reach the ambitious 2030 target — an additional 40% reduction below the original 2020 limit,” said CARB Chair Liane M. Randolph. “We are now once again witnessing massive wildfires and recurring heat waves while large parts of our state are suffering from extreme drought. This is a clear call to redouble our efforts to protect those communities already hard hit by pollution and climate change, and to move with all possible speed to achieve carbon neutrality by mid-century as quickly as possible.” Continue reading
CARB Revives Incentives for Clean Trucks and Buses
This year HVIP will be fulfilled in waves, allowing the opportunity for more fleets to participate, especially smaller fleets CARB said. Half of the funds will be released immediately. Remaining funds will be made available two months later, at 10 a.m. on Tuesday 10 August 2021. Class 8 trucks performing drayage operations, as well as vehicles purchased by public agencies are exempt from this pause. Continue reading
Record year for California Climate Investments
Despite Republican opposition, Californians have gained from these CARB investments through improved public health, fire prevention, affordable housing and energy efficiency, as well as significant reductions in emissions of greenhouse gases. To date, California Climate Investments projects have helped plant more than 133,000 urban trees, reduced smog-forming and other air pollutants by more than 60,000 tons, added more than 7,200 new affordable housing units, and saved Californians almost $93 million through water energy‑efficiency projects. CARB Fines Walmart for Selling Harmful Hair Spray
VOCs react in the atmosphere to form ground-level ozone, an extremely harmful component of smog. Walmart pulled all cans immediately from California store shelves and was cooperative with the investigation. The affected cans were from the “Equate” brand line and included the Firm, Mega Firm, and Extra Firm Hold Hair Spray. Continue reading
