CARB Delays ZEV Requirements for Truck Fleets
Heavy-duty vehicle public fleet owners subject to California’s Advanced Clean Fleet (ACF)* regulation have new flexibility in meeting the regulation’s requirements along with streamlined processes for applying for exemptions. The California Air Resources Board (CARB) approval of amendments to ACF yesterday that will help state and local fleets continue introducing zero-emission vehicles (ZEVs) to their fleets while “providing clarity, certainty and flexibility in ACF’s implementation.”
“Today’s approval of amendments to ACF – a critical component in the state’s efforts to achieve emissions reductions for a healthier future for all residents – keeps California advancing towards the cleanest fleet in the nation and provides flexibilities to help ensure a smooth implementation,” said CARB Chair Liane Randolph. CARB – Zero-Emission Vehicle Transition Ahead of Schedule
Zero-emission medium- and heavy-duty vehicle sales continued to rise in California during 2024, with manufacturers reporting 30,026 zero-emission trucks, buses, and vans sold — representing nearly 23% of all new Class 2b–8 vehicle sales. The data is according to information reported by manufacturers to the California Air Resources Board (CARB), which released it today. That figure is more than double the minimum statewide requirement for the 2024 model year and marks the highest total of sales ever reported. Since 2021, more than 57,000 ZEVs have been sold in California’s medium- and heavy-duty market, and statewide ZEV truck sales have now increased for the fourth consecutive year.*
“This continued growth in zero-emission truck sales shows that manufacturers are stepping up to meet California’s clean air goals and that the transition to cleaner fleets is accelerating,” said CARB Chair Liane Randolph. “With strong sales, a growing credit surplus, and rapid innovation, the industry is proving that zero-emission technology is ready for wider deployment.” Continue reading

CARB Chair Liane Randolph to Retire
Late yesterday, California governor Gavin Newsom announced that California Air Resources Board (CARB) Chair Liane Randolph will be retiring from state service effective 30 September 2025. Newsome named Senior Advisor to the Governor for Climate Lauren Sanchez to serve as the next CARB Chair. Chair Sanchez starts 1 October 2025 and assumes Chair Randolph’s current term which ends in December 2026. The appointment is subject to state Senate confirmation. It is inarguably the most powerful position in the Clean Air movement now that the US EPA has abandoned its role on protecting the environment and dealing with planet threatening Global Warming. CARB Files Comments on DOE Climate Misinformation

Cap-and-Invest Cleans Air in Most Polluted Areas
A new report released today by the California Air Resources Board (CARB) shows that the California law funded by Cap-and-Invest dollars improves air in the state’s most polluted communities. In each of the 19 communities the program supports, CARB and the local air districts established partnerships to develop plans to address local pollution problems where people live, work and play. CARB is now expanding the program’s offerings to 64 communities in coordination with other regulatory partners. In AutotInformed’s view this is democracy in action – in sharp contrast to the politics of grievances by the super-rich.
“The Community Air Protection Program has become a critical tool for improving air quality in areas most impacted by sources of pollution,” said CARB Chair Liane Randolph. “As one of the hallmark efforts funded by Cap-and-Invest revenue, it is recognized as a national model for substantially and cost-effectively reducing harmful emissions in vulnerable communities. CARB Blasts Trump’s Attack on California Clean Air Act
Today the California Air Resources Board Chair Liane Randolph responded to President Trump signing” illegal actions” attacking California’s Clean Air Act waivers for Advanced Clean Cars II, Advanced Clean Trucks, and Heavy-Duty Engine and Vehicle Omnibus. The California Attorney General is challenging the actions in Federal court.
“Despite the President’s signature, this remains an unconstitutional, illegal, and foolish attempt to undermine California’s clean air protections. We welcome Governor Newsom’s and California Attorney General Bonta’s prompt legal action and look forward to judicial review. In the meantime, CARB will use every tool at its disposal to continue our critical work to clean the air and address the climate crisis. The health and well-being of all Californians depends on it– especially those who live in underserved communities with unhealthy air. We look forward to engaging with the state legislature, stakeholders, and the public as we follow the Governor’s executive order to further advance the state’s clean vehicle transition,” said Liane Randolph. CARB – Cap and Trade Funds ~$33 Billion of Climate Fixes
Nearly $33 billion has been raised to fund so-called climate solutions in communities across the state with money from the state’s Cap-and-Trade Program, according to a new report published by the California Air Resources Board (CARB)* today. The annual report provides detailed information about California Climate Investments, which tracks funds generated by cap and trade auction proceeds and allocated to 117 programs by the State Legislature.
“California is proving that cutting pollution creates jobs and boosts communities. By holding polluters accountable, we’re sending billions of dollars back to communities and back to people’s wallets through credits on utility bills,” said Governor Gavin Newsom. “And we’ve got the receipts: healthier and cleaner communities and thousands of good paying jobs.” Continue reading

California Continues Expanding ZEV Programs
The State of California has awarded $500 million to school districts and other educational agencies to buy zero-emission school buses and chargers. Zero-emission school buses are part of the state’s relentless move to a clean-energy future and lead to better health for students and communities. California’s transition to zero-emission transportation is also accelerating with support from the state’s Clean Truck and Bus Voucher Incentive Project (HVIP). Funded primarily with proceeds from the Cap-and-Trade Program, HVIP underwent 177% year-over-year growth in 2024. This February, more than 200 HVIP-funded zero-emission trucks and buses were deployed with $31 million in incentives. The incentive program is a collaboration between the California Air Resources Board (CARB)* and the California Energy Commission (CEC), and is administered by CALSTART, a non-profit transportation organization. California Economy Booms as Greenhouse Gases Decline
A report* released today by the California Air Resources Board shows that for 2022 greenhouse gas emissions dropped across most sectors and is the equivalent of removing more than 2.2 million gasoline- or diesel powered cars off California’s roads for one year. Between 2000 to 2022, emissions fell by 20% while California’s gross domestic product increased by 78%. This shows the effectiveness of the state’s climate change and air quality programs, which will be rejected by climate deniers and fossil fuel lobbying funding organizations, political candidates or parties.
“California is proving that climate action goes hand-in-hand with economic growth. We’ve slashed carbon pollution by a whopping 20% since the turn of the century all while building the world’s fifth largest economy.
