Half of California Diesel Fuel Is Replaced By Clean Fuels

The California Air Resources Board (CARB) said today that in its shift away from polluting fuel sources,  clean fuels are replacing more than  50% of the diesel used in the state during Q1 of 2023. The awakened Low Carbon Fuel Standard (LCFS), a regulation which requires fuel producers to reduce the carbon intensity of fuel sold in the state, is largely responsible for the shift by encouraging the use and production of cleaner alternatives. Parts Maker Sinister Diesel to Pay $1 Million After Guilty Plea

The defendant is scheduled to be sentenced in the criminal case by US District Court Judge John A. Mendez for the Eastern District of California on 14 November 2023. Although Sinister Diesel agreed to pay a $500,000 criminal fine under its plea agreement, the company faces – for each count – a maximum fine of $500,000 or twice the gross pecuniary gain derived from the offense. Its sentence will be determined at the discretion of the court after consideration of all applicable statutory factors and the Federal Sentencing Guidelines, which consider a number of variables. EU – EVs Outsell Diesel Cars for First Time

Perhaps more significant though is that battery electric vehicles took a 15.1% market share, outselling tax-favored diesel vehicles. Diesels Still Selling in the EU New Car Market

Preliminary May diesel market share figures for the European Union show that ~16.8% of new car sales were with a diesel engine, including diesel hybrids, according to data just publicly released by the respected LMC Automotive consultancy, part of the GlobalData. *

LMC also confirmed that the April diesel share was 17.1%. The latest share figure is a 2.7 percentage-point drop from the year-ago sales, while volume, conversely, rose by ~5000 units to just under 170000 sales,” LMC said. Continue reading

Death of the Diesel – CARB In-Use Locomotive Regulation

Currently, operational emissions from just one train are higher than those of 400 heavy-duty trucks. Emissions reductions from this new regulation are expected to be equal to almost double those emitted by all passenger vehicles in the state between now and 2050. CARB said that the In-Use Locomotive Regulation will contribute the largest reduction in nitrogen oxide emissions toward meeting California air quality standards by the 2037 deadline. EPA Wants Toughest Federal Emission Standards Ever

Thus far automakers are not commenting in public with details. AutoInformed suggests that this is likely due to the complexity of the problem and backroom lobbying by special interests groups and affected companies or international automotive groups with complex regulatory environments, so to speak, in various areas.

However, the European Union, Britain and Canada have at present enacted similar vehicle emissions standards designed to phase out the sale of new gasoline-powered vehicles by ~2035 while transitioning to electric vehicles. Continue reading

EPA Approves New California Heavy-Duty Emissions Standards

In this latest victory for environmentalists, CARB requested two waivers for regulations relating to heavy duty vehicles and diesel engines. After reviewing the technical information provided by CARB, reviewing comments submitted by the public, and applying the limited authority for review under section 209 of the Clean Air Act, EPA said it was “appropriate” to grant the waiver and authorization requests. CARB Shows Heavy-Duty Inspection and Maintenance Program

The progressive public health program is the first in the nation of its kind and will ensure that emissions control systems on heavy-duty vehicles operate effectively for the life of the vehicle, improving air quality and protecting public health. The HD I/M program will apply to all heavy-duty trucks, buses, agricultural equipment and personal motor-homes with a Gross Vehicle Weight Rating (GVWR) of more than 14,000 pounds traveling in the state regardless of whether they are registered in California. Flo~Pro Performance Exhaust To Halt Sales of Defeat Devices

The complaint, filed simultaneously with the consent decree, alleges that the parts described below are “defeat devices” prohibited by the CAA. The Environmental Protection Agency (EPA) estimates that prior to its 2018 investigation, Flo~Pro manufactured or sold more than 100,000 aftermarket defeat devices in the United States per year. In early 2019, Flo~Pro suspended sales of the defeat devices in the United States in an effort to resolve this matter. The consent decree for this settlement was lodged in the U.S. District Court for the Western District of Arkansas and will be open for public comments for a period of 30 days. Continue reading
