California Strikes Back for Clean Air

California state agencies today announced a series of “dialogue sessions to generate public discussion around proposed measures to support increased zero emission vehicle adoption in California.” The agencies are planning to host three in-person sessions during business hours and one evening session online. If upheld, President Trump’s illegal rollback of the state’s regulations would cost Californians an estimated $45 billion in health care costs.

“In response to illegal federal efforts to revoke California’s clean air waivers, Governor Gavin Newsom signed an executive order on June 12, 2025. The order directed the California Air Resources Board, the California Energy Commission, Governor’s Office of Business and Economic Development, California State Transportation Agency, and Department of Consumer Affairs to assess additional actions to spur light-, medium-, and heavy-duty zero emission vehicle (ZEV) adoption in California, and to deliver formal recommendations for additional actions to the governor in August,” the agencies said. CARB Blasts Trump’s Attack on California Clean Air Act

Today the California Air Resources Board Chair Liane Randolph responded to President Trump signing” illegal actions” attacking California’s Clean Air Act waivers for Advanced Clean Cars II, Advanced Clean Trucks, and Heavy-Duty Engine and Vehicle Omnibus. The California Attorney General is challenging the actions in Federal court.

“Despite the President’s signature, this remains an unconstitutional, illegal, and foolish attempt to undermine California’s clean air protections. We welcome Governor Newsom’s and California Attorney General Bonta’s prompt legal action and look forward to judicial review. In the meantime, CARB will use every tool at its disposal to continue our critical work to clean the air and address the climate crisis. The health and well-being of all Californians depends on it– especially those who live in underserved communities with unhealthy air. We look forward to engaging with the state legislature, stakeholders, and the public as we follow the Governor’s executive order to further advance the state’s clean vehicle transition,” said Liane Randolph. House Republicans Flunk Math on Energy Incentives

On 22 May the U.S. House of Representatives passed its budget reconciliation bill. The bill. among other economic disasters for U.S. inhabitants and businesses includes proposals to alter existing federal energy tax credits – from fast elimination of several credits to new phase-down schedules, and adding new requirements, including provisions related to foreign entities of concern. Are any of our representatives paying attention to Chinese state-owned and directed capitalism? Take a look at the Chinese lead in new energy vehicles, the adoption of solar energy, the making of 21st century industrial goods and above all the funding of a University research in advanced transportation products, manufacturing technologies and medical drugs. AutoInformed notes the Trump’s big, beautiful bill, obsession with job destroying and inflation creating tariffs, among other things adds up to negative numbers for our economy. Republicans flunk math. Continue reading

CARB – U.S. Senate Dumping Clean Air Act Waivers Illegal

The California Air Resources Board Chair Liane Randolph today reacted to a vote by the U.S. Senate purporting to disapprove California’s Clean Air Act waivers for Advanced Clean Cars II, Advanced Clean Trucks and Heavy-Duty Engine and Vehicle Omnibus using the Congressional Review Act (CRA).

“California profoundly disagrees with today’s unconstitutional, illegal and foolish vote attempting to undermine critical clean air protections. It’s an assault on states’ rights the federal administration claims to support that puts national air quality standards out of reach and will have devastating effects for the 150 million Americans who breathe unhealthy air every day,” said CARB Chair Liane Randolph. GM and LG Energy Solution to Make Prismatic Cells in U.S.

General Motors (NYSE: GM) said today that it will with LG Energy Solution (KRX: 373220),* commercialize lithium manganese-rich (LMR) prismatic battery cells for future GM electric trucks and full-size SUVs. The announcement could be a battery technology breakthrough with significant sales and marketing advantages. This builds on a partnership between the two companies to develop prismatic battery cell technology and related chemistries.

“GM aims to become the first automaker to deploy LMR batteries in EVs. Ultium Cells, a GM and LG Energy Solution joint venture, plans to start commercial production of LMR prismatic cells in the United States by 2028, with pre-production expected to begin at an LG Energy Solution facility by late 2027. California Continues Expanding ZEV Programs

The State of California has awarded $500 million to school districts and other educational agencies to buy zero-emission school buses and chargers. Zero-emission school buses are part of the state’s relentless move to a clean-energy future and lead to better health for students and communities. California’s transition to zero-emission transportation is also accelerating with support from the state’s Clean Truck and Bus Voucher Incentive Project (HVIP). Funded primarily with proceeds from the Cap-and-Trade Program, HVIP underwent 177% year-over-year growth in 2024. This February, more than 200 HVIP-funded zero-emission trucks and buses were deployed with $31 million in incentives. The incentive program is a collaboration between the California Air Resources Board (CARB)* and the California Energy Commission (CEC), and is administered by CALSTART, a non-profit transportation organization. CARB – More E-Bike Vouchers Coming

The California Air Resources Board (CARB) said today it will open its second application window for income-eligible Californians to receive up to $2000 toward the purchase of a new electric bike (e-bike) through the California E-Bike Incentive Project on April 29 at 5 p.m. Applications will be taken through an online portal. The December 2024 launch of the voucher program was completed in less than an hour due to high demand. At one point the online queue had nearly 100,000 people waiting, and it closed once 1500 applications were reserved.

“The unprecedented interest in the vouchers shows there is a big need and strong interest in electric bikes in California,” said Dr. Steven Cliff, CARB executive officer. “The growth of this technology is an important part of our efforts to make zero-emission transportation options available to all Californians.” Continue reading

Toyota 2025 Mirai Fuel-Cell Sedan Due in Spring

“Mirai has an EPA-Estimated Driving Range Rating of 402 Miles running on hydrogen from onboard tanks and oxygen from the outside air to generate power for the vehicle,” Toyota said. “In essence, the Mirai is a ‘plug-less’ electric vehicle. A Fuel Cell Electric Vehicle (FCEV) generates its own electricity onboard from hydrogen, with water as the only tailpipe emission. The fuel cell system combines stored hydrogen, along with oxygen from the air, and then a chemical reaction produces electric current and water, which drops out of a vent pipe beneath the car.

“Instead of having to charge a large battery pack like in a battery–electric vehicle, which can take several hours, the Mirai’s driver fills the vehicle’s tanks with hydrogen. With an FCEV, the fuel is non-toxic, compressed hydrogen gas rather than liquid gasoline,” Toyota said. Continue reading
